DEVELOPMENT OF STANDARDS FOR PROJECT DOCUMENTATION

Ministry of Cosntruction of Russian Federation has recently approved the methodology for the development of standards for work on the preparation of project documentation (Order No. 141 / pr from 01.03.2019). The document defines the basic rules for calculating the cost of design work and coefficients, taking into account various factors affecting the complexity of the design, as well as the requirements for the composition of supporting materials.
According to GlavGosExpertiza, this methodology was agreed upon by the trade union and approved by the Scientific Expert Council on Pricing and Estimated Rationing under the Ministry. The document takes into account the possibility of developing standards for the cost of design work at the current price level, including on the basis of the labor costs of project engineers and designers.
Approval and application of the methodology will allow the Ministry of Construction to begin global work on revising the current reference books of basic prices for design work in construction, taking into account the basic price level of 1995 and 2001, the report says. The revision of the current base prices is planned to be carried out through the development of appropriate estimated standards.
