A revised concept for introducing a life cycle management system for capital construction projects using BIM technologies is presented in the Ministry of Construction

Regulatory and technological foundations for the implementation of the life cycle management system of capital construction projects using BIM technologies in the Russian Federation should be developed before 2023. This was announced by Dmitry Volkov, Deputy Minister of Construction and Housing and Communal Services of the Russian Federation, at a meeting of an open expert group on the implementation of BIM technology under the Russian Ministry of Construction.
“The work on creating normative and technological foundations is systematic. The fundamental step was the Federal Law N 151-FZ signed by the President of the Russian Federation on June 27, 2019, according to which, starting July 1, the concepts of an information model and a building information classifier are officially enshrined in the Town Planning Code. Thus, the government was given the authority to further regulatory issues regarding the implementation of BIM technologies. Currently, the Concept of introducing a life cycle management system for capital construction projects using information modeling technologies in the Russian Federation has been finalized, according to which all regulatory and technological foundations should be implemented before 2023. To achieve this goal, we are working to consolidate the professional community of the construction industry. The first step in this direction has been taken - the committees are united. The Public Council of the Russian Ministry of Construction has become the main expert platform, ”Dmitry Volkov emphasized and urged the participants to active joint work.
In detail, a report on the Concept of introducing a life cycle management system for capital construction projects using information modeling technologies in the Russian Federation was made by the director of FAU FCS Andrei Basov.
“The concept was finalized taking into account the comments and suggestions received at the first meeting of the working group on BIM-technologies under the profile group of the Public Council of the Ministry of Construction at the end of January 2019. First of all, the timing of the translation of normative and technical documentation into electronic form was clarified - 2023-2024. At the same time, work will be carried out taking into account the experience of implementing pilot projects operating using BIM. The digital architecture of the Concept, the list of regulatory and technical documentation, an action plan, within the framework of which 16 research projects on the formation of methodological, organizational and technical foundations for managing the life cycle of capital construction and construction classifier, have been finalized. Currently, the concept structure has been revised and includes 12 sections and applications, ”said Andrei Basov.
The meeting was attended by about 50 experts in the construction industry, who are part of an open expert group on the implementation of BIM-technology under the Ministry of Construction of Russia. Construction industry experts praised the concept as a whole. At the same time, the community came to the conclusion about an additional discussion of the concept of “information model operator” and its functions.
To study this issue, members of the open expert group will meet again at the site of the Ministry of Construction until the end of August 2019.
