STATE STANDARDS FOR BIM TECHNOLOGIES WERE CANCELLED IN RUSSIA

Rosstandart canceled two State Standards (GOSTs), on the basis of which BIM-technologies in construction are being developed in the country. This happened on February 5 with the appearance of the order of the 30th - on February 6, the state standards adopted last year were no longer in effect, the Information Portal "Self-Regulation" reports.
We are talking about GOST R 58439.1-2019 “Organization of information about construction work. Information management in construction using information modeling technology. Part 1. Concepts and principles ”and GOST R 58439.2-2019“ Organization of information about construction work. Information management in construction using information modeling technology. Part 2. Stage of capital construction. "
It turned out that these national standards contradict a number of federal laws, starting with the City Code (190-FL) and ending with the laws on information (149-FL) and standardization (162-FL). And the contradiction of national standards to the current Russian legislation is a violation of Clause 1, Article 15 of Federal Law 162-FL.
The ANSB noted that the standardization of processes in the field of BIM-modeling is under the jurisdiction of the Ministry of Construction and Housing and Public Utilities of Russia, this direction is supervised by Deputy Minister Dmitry Volkov. Directly developing and approving standards is the Subcommittee-5 of TC 465 Construction, which is headed by the President of BIM-ssociation - Alexander Nikultsev. In addition, a working group was created under the Ministry of Construction of Russia to introduce information modeling technologies in construction, it is led by Arsenty Sidorov. The same topic is being dealt with by the Commission of the Public Council of the Ministry of Construction of Russia, headed by the Chairman of the Committee for Urban Planning of the MKPP (r) Mikhail Viktorov.
