On 3 July, the conference “Developing the frontier areas of St. Petersburg and Leningrad Region” took place at the Holiday-Inn St. Petersburg Moskovskie Vorota Congress-Hotel. Is it a good time for agglomeration? Approaches to the more effective creation of agglomerations using the development of transport and communication infrastructure were considered. Oleg Rybin, Chairman of the Committee for Town-Planning and Architecture, Chief Architect of St. Petersburg, delivered a report entitled “Coordinating the territorial development and town-planning system.” He noted that the agglomeration approach was necessary and compared the present status of territorial development to the Soviet experience, in which the development of frontier territories in big cities was rigidly regulated, stressing that legal consolidation of the basic principles underlying agglomeration development was necessary today as well.
