On 12 August, an official ceremony was held for the commissioning of a facility unit to protect St. Petersburg against floods. RF Prime Minister Vladimir Putin, who participated in the opening of the dam, called the event historic and noted that construction, which had proceeded sluggishly since 1979, had been resumed in 2006 and completed ahead of schedule thanks to the application of cutting-edge technologies.

The beginning of the design process for protective facilities at Project Development Institute No. 1 was prompted in 1948 by order of the USSR Council of Ministers dated 20 September 1948. The Institute’s hydro-technical specialists developed an overall layout, arranged the hydrological expedition, and established a special research and development sector to manage scientific and experimental approaches. The work was suspended due to lack of financing. Design approaches were handed to Hydroproject in 1975 for further use.
